Kentucky State Police Investigates a Single Vehicle Fatal Collision in Floyd County

DAVID, Ky. (September 24, 2025) – Kentucky State Police Pikeville Post was notified of a single vehicle fatal collision in Floyd County at approximately 6:42 p.m. on September 23, 2025. The collision occurred on Kentucky Route 404 in the David community of Floyd County.

The initial investigation determined that Stephen Starnes was operating a 2020 Buick Encore when the vehicle exited the roadway and went over an embankment. Mr. Starnes was pronounced deceased at the scene by the Floyd County Coroner’s Office.

The collision remains under investigation by Trooper Hunter Kidd. Trooper Kidd was assisted at the scene by Post 9 personnel, David Volunteer Fire Department, and Lifeguard Ambulance Service.
