House Bill 312, allowing Kentuckians ages 18–20 to obtain a provisional concealed carry permit, takes effect July 14, 2026. KSP is actively working on the system changes needed to process these applications; however, they will not be completed until mid–late September 2026.

Until that time, provisional applications cannot be submitted online or in person at sheriffs’ offices, and early submissions cannot be held or processed. This website will be updated when applications open. Standard CCDW applications (ages 21+) are not affected.
