Two Found Dead in Letcher County Home  

Detective Clayton Stamper with KSP Post 13 is leading this investigation.

COWAN, Ky. (June 19, 2019) – A Kentucky State Police Trooper responding to a 911 hang up call discovered the bodies of two people inside a home in Letcher County Wednesday morning.  KSP Post 13 telecommunicators received a 911 hang-up call at 11:21 and attempts to contact and communicate with a caller were unsuccessful.  Trooper Anthony Trotter responded to the residence on Highway 931 South in the Cowan community.

 

Upon arrival at the home, Tpr. Trotter discovered the bodies of a man and woman inside.  Both appeared to have suffered fatal gunshot wounds and were pronounced deceased at the scene by Letcher County Deputy Coroner Gary Rogers.  They were identified as 56 year old Debbie Foss and 55 year old Ronald Frazier both of Cowan.  Investigators were initially advised that the two had been in a long term relationship.

 

The bodies were taken to the State Medical Examiner’s Office in Frankfort for autopsies.  Details concerning the circumstances relating to this death investigation are pending autopsy results.  Investigators with KSP Post 13 are not seeking specific suspects at this time and do not believe there is a public safety concern related to this incident.  Detective Clayton Stamper with KSP Post 13 is leading this investigation.
